Kim Jong Un vows North Korea will withstand sanctions pressure, prove self-reliance

As SPA president, Choe is technically head of state, although real power in North Korea is wielded by Kim and his immediate family.

Trump said he was open to a third meeting with the North Korean leader Kim Jong-un and to the possibility of a more "step-by-step" approach in the denuclearization process through "smaller deals". Indeed, the USA leader reportedly asked Moon to "contact" North Korea, likely via inter-Korean summit talks, and to let him know of Pyongyang's current stance on negotiations.

North Korean leader Kim Jong Un has retained his most important leadership post as his rubber-stamp parliament made a slew of personnel changes that bolstered his diplomatic lineup amid stalemated nuclear talks with the United States.

As expected, KCNA also reported that Kim has been re-elected as chairman of the North's State Affairs Commission.

The fate of Kim Yong Chol had been the focus of South Korean media speculation since the second Kim-Trump summit in Hanoi in February ended without any agreement because of disputes over USA -led sanctions on the North.

According to the full transcript provided by the White House, when asked by reporters if he plans to meet Kim for a third summit, Trump said that "it could happen".

Since early 2018, Mr Kim has embarked on a push for economic development and worldwide engagement, including historic summits with the leaders of the United States, China and South Korea.

Referring to the Hanoi meeting, Trump said "certain things were agreed to", and he felt good with the previous summits and enjoyed "being with" Kim.

He is also one of the three North Korean officials sanctioned by the U.S. previous year over human rights abuse allegations.

"He is a schmoozer", said Michael Madden, a North Korea leadership expert at the Stimson Center, a USA think tank.

But the North's official Korean Central News Agency (KCNA) appeared to indicate that Kim may be focussing on Pyongyang's continued push to develop its economy. It remains within reach, Trump said.

The summit in Hanoi fell apart as North Korean leader Kim and U.S. President Donald Trump failed to find common ground over how to match Pyongyang's denuclearization steps with Washington's sanctions relief.

"I just think that North Korea has potential as great as anything I've ever seen in terms of potential", the president said.

Among those reforms were loosening control of state-run enterprises, allowing them to operate more freely in the market and to seek private investment, according to a 2017 profile of Mr Pak in NK News.

Choe directs the North's "departments that perpetrate the regime's brutal state-sponsored censorship activities, human rights violations and abuses", US Treasury Secretary Steven Mnuchin said in a statement in December.

Choe's father had ties to Kim Il Sung, Kim Jong Un's grandfather and the founding leader of North Korea, and Choe himself had a personal relationship with Kim Jong Il for decades.
