Details of Pompeo's meet with Kim Yong Chol were not immediately clear.
Kim is also widely believed to be behind the 2010 sinking of the Cheonan, a South Korean Naval vessel, in which 46 seamen died. With its bellicose response, North Korea exposed the fact that it has no intention of giving up its nuclear weapons at the negotiating table.
The North Korea Leadership Watch website described Kim Yong Chol as sarcastic, hard to work with, and somewhat independent because it said he is "not properly deferential to his superiors". "But it's hardly imaginable that it would completely dismantle its core nuclear facilities".
Photos and footage of the meeting released by the presidential palace showed that Moon was accompanied by Suh Hoon, the chief of South Korea's National Intelligence Service spy agency.
