After the North's combative statements, there was debate inside the Trump administration about whether it marked a real turn to belligerence or a feint to see how far Kim Jong Un could push the the lead-up to the talks.

A North Korean delegation led by another of Kim Jong Un's trusted aides, Kim Chang Son, flew to Singapore on Monday night for talks with USA officials to discuss logistical issues for the summit.

The summit came about one month after the leaders held their first-ever meeting on April 27 at the joint security area of Panmunjom, which sits directly on the inter-Korean border.

White House press secretary Sarah Huckabee Sanders said that since the letter, "the North Koreans have been engaging" with the U.S.

On Monday, White House aides were awaiting word from a USA team of negotiators posted along the Korean Demilitarized Zone for talks with officials from North Korea.

"This is more than a reciprocal visit", said Zhao Tong, a nuclear policy research fellow at the Carnegie-Tsinghua Center for Global Policy. North Korea has officially denied the incident.

Their talks will be aimed at determining whether a meeting between Trump and Kim Jong Un, originally scheduled for June 12 but later cancelled by Trump, can be restored, US officials have said. And we know that North and South Korean leaders met again this weekend and really want to have some sort of dialogue happen. Do you think Trump will extend the same offer to Kim Yong-chol? He also attended the closing ceremony of the Winter Olympics in South Korea in February at the start of Kim Jong Un's charm offensive. He wears many important hats. Sung Kim, the former USA ambassador to South Korea and current ambassador to the Philippines, led that American delegation, an American official told Reuters.

A top North Korean official has arrived at Beijing's airport on his way to a meeting in NY in hopes of trying to salvage a summit between North Korean leader Kim Jong Un and President Donald Trump.

When it comes to the timeline, Kim is also in a hurry given that he has been pushing to make the North an "economically strong" country by 2020 under his ambitious five-year development plan. In fact, he's a self-made man who has worked his way up to serve three generations of the Kim dynasty.

Two weeks of hard-nosed negotiating, including a communications blackout by the North and a public cancellation by the United States, appeared to be paying off as the two sides engaged in their most substantive talks to date about the meeting. He also hosted the United States delegation during Pompeo's two previous visits.

Details of Pompeo's meet with Kim Yong Chol were not immediately clear.

Kim is also widely believed to be behind the 2010 sinking of the Cheonan, a South Korean Naval vessel, in which 46 seamen died. With its bellicose response, North Korea exposed the fact that it has no intention of giving up its nuclear weapons at the negotiating table.

The North Korea Leadership Watch website described Kim Yong Chol as sarcastic, hard to work with, and somewhat independent because it said he is "not properly deferential to his superiors". "But it's hardly imaginable that it would completely dismantle its core nuclear facilities".

Photos and footage of the meeting released by the presidential palace showed that Moon was accompanied by Suh Hoon, the chief of South Korea's National Intelligence Service spy agency.

North Korea's leader Kim Jong Un attends a meeting with South Korea's President Moon Jae-in during their second summit at the north side of the truce village of Panmunjom in the Demilitarized Zone.

"We are looking for the complete dismantlement of their weapons systems, the delivery capability associated with that, and all of the elements of their program that would lead them to have material, enriched material, fissile material that could be used at some time to build out a weapons system", Pompeo said.
