Of those settlement, some 696 gained full approval for construction, the reports said, adding that plans for a total of 1,262 units were advanced through an earlier planning stage.

Gaza's Hamas rulers said Wednesday they had agreed to a ceasefire with Israel to end the largest flare-up of violence between the sides since a 2014 war.

"Israel will exact a heavy price from those who seek to harm it, and we see Hamas as responsible for preventing such attacks", Israeli Prime Minister Benjamin Netanyahu said.

Egypt, which shares a border with both Gaza and Israel, stepped in and convinced Palestinian militant groups to accept a truce.

Early Tuesday, some 28 mortar shells were fired toward Israel from the Gaza Strip, with Israel saying most were intercepted by its air defence systems but leaving residents in the area on high alert and remaining close to bomb shelters.

They said Israel "began this round of escalation" by targeting their installations in the past two days, killing four militants.

One mortar shell exploded near a kindergarten building, a military spokesman said, causing damage to the structure. The announcement comes amid reports of intense strikes in Israel and Gaza during what has been described as the worst hostilities since 2014. It alleged some of the mortar rounds fired throughout the day were supplied by Iran.
